Proposition 65 / Community Awareness & Emergency Response
Any spill or unauthorized release of a hazardous material or hazardous waste that poses a threat to life, health (workers, residential, schools, etc.), property or the environment, must be reported to SBCFD HMU. This can be accomplished either by a Community Awareness & Emergency Response (CAER) form or a direct telephone call to SBCFD HMU at (805) 686-8170.
In Santa Barbara County, the SBCFD HMU will respond to hazardous materials/waste spills or releases that occurs any time and anywhere in the County. The Emergency Response On-Call Specialist (EROCS) can be advised of a release/spill in any of the following ways:
- 9-1-1 Dispatch receives a call from business or person stating that they had a release of a hazardous material onsite. If the release is contained and the local fire agency does not need to respond, the 9-1-1 Dispatch operator will call the EROCS to respond. If the release is not contained and/or the substance is unknown, the Dispatcher will send the closest fire engine company and the EROCS.
- A County or Local Fire Agency Incident Commander (IC) determines that the EROCS needs to respond to the site due to type release or spill of hazardous material.
- The Governor's Office of Emergency Services (OES) or the Santa Barbara County Office of Emergency Services (SBC OES) receives a report of a spill or release of a hazardous material.
- A complaint is called into the SBCFD HMU Office [(805) 686-8170 -- between the hours of 8 AM to 5 PM, Monday through Friday].
- A Community Awareness & Emergency Response (CAER) form is faxed into the HMU office [Fax to (805) 686-8183].
SBCFD HMU Specialists respond to all complaints. If the release is considered a Proposition 65 release, then the SBCFD HMU Specialists contact Santa Barbara County Health Services, the local authorizing agency (AA), to report the release within 72 hours of event.
