Hazardous Materials Management Plan Program (Uniform Fire Code Article 80)

A Hazardous Materials Management Plan may be required of any business storing or using hazardous materials or waste above the thresholds defined by UFC Article 80. In California, UFC Article 80 is included in the Hazardous Materials Unified Program. Materials and thresholds defined in UFC Article 80 differ from the Health & Safety Code thresholds and chemicals in the CalARP Regulated Substance Listing. However, businesses with a Hazardous Materials Business Plan, are usually not required to have a Hazardous Materials Management Plan. Businesses with hazardous materials at thresholds below those defined in the Business Plan Program and facilities with "special district" exemptions are usually required to have an HMMP. HMMP's are required at the request of the local fire agency. In the county unincorporated areas, the HMMP program is managed by the Santa Barbara County Fire Department Enforcement Section. HMMP inspections are performed by the fire station engine companies, usually in conjuction with general UFC compliance inspections.

The Hazardous Materials Management Plan consists of the following sections:

  1. Owner / Operator Identification
  2. Chemical Description Page
  3. Map
  4. Emergency Response Plan
  5. Employee Training
